As the Founder, President, and Chairwoman of Remarkable Care and C.H.A.N.G.E., both federally recognized California nonprofit charities, Mrs. Tiffany Sarpy brings her heartfelt firsthand experience to the care she provides our youth and families-in-need.  

Tiffany has an active Registered Nurse (RN) and Licensed Vocational Nurse (LVN) license in the state of California, and as an Administrator for Adult Residential Facilities, she possesses a wealth of knowledge and expertise in the field of healthcare. Furthermore, her training and certifications in Advanced Cardiovascular Life Support (ACLS) and Cardiopulmonary Resuscitation (CPR) highlight her commitment to ensuring the well-being of those she serves. Tiffany's ongoing education in Special Care Increment (SCI) training demonstrates her continuous effort to broaden her skills and better serve her community.   

Growing up in Watts, Los Angeles, Tiffany faced numerous challenges, including the impact of drug abuse within her family and a constant need to relocate as a youth. Through her journey in various homes, from Inglewood to Oceanside, she developed an unwavering determination to overcome obstacles and create a better future for herself and others.

As a witness to her mother’s obstacles as a homemaker, Tiffany learned early on how to be a better nurturing maternal figure in the lives of her children.  Tiffany’s father has also served the public for decades as a Licensed Vocational Nurse at the King-Drew Medical Center , Tiffany found inspiration in his selfless dedication to helping others. Thus, her path in the medical field was set, and she embarked on her journey to make a difference.

Although Tiffany initially envisioned a career in law, she discovered  a vocational program that led her to pursue certification as a Pharmacy Technician. Subsequently, she uncovered her true calling in nursing and completed the Licensed Vocational Nurse (LVN) program (2011)and continued her education at Mount San Jacinto Community College, eventually earning her Registered Nurse credential from West Coast University in 2022. Throughout her educational career, Tiffany always took pride in her education and would maintain a high GPA. 

 Although modeled by her father, Tiffany’s passion for nursing  was also shaped by her mother's battle with end stage renal failure. This difficult period in her life instilled in her a deep sense of empathy, care, and compassion, which she now brings to her profession. 

For five years, she dedicated her expertise to her local school district, where she found fulfillment in serving special needs students. Fuelled by a desire to have more control over her professional destiny, Tiffany, along with her husband Frank, took the brave step of developing their own business in the residential care industry, establishing "Remarkable Care."

Through Remarkable Care, Tiffany combines her nursing expertise with a genuine desire to bring positive change to underprivileged communities., she continues to work to fulfill her lifelong drive of making a positive impact with those who need her services most.  

With a primary focus of providing quality care, better food choices and a variety of education resources for our youth, the mission of Remarkable Care and C.H.A.N.G.E. are both very dear to Tiffany’s heart as she herself was once a child born into poverty, with limited access to healthcare, education, and proper nutrition.

Beyond her professional achievements, Tiffany's personal life is equally inspiring. She met her husband, Frank, in 2011, and together they are raising three children. Family time holds immense value for Tiffany.  She enjoys her family time and often capturing the moments with a passion for photography.  Tiffany finds solace in both scrapbooking and palates , if they’re not traveling and exploring historic or cultural landmarks, such as their last vacation to Dubai in March, 2023.                                                                                                            

Tiffany Sarpy is one of resilience, compassion, and unwavering dedication. Her journey from a challenging childhood to becoming a leader in providing care and support to those in need is an inspiration to us all. I encourage you to support her remarkable work. Tiffany and partner Frank have a vision that transcends individual achievements and seeks to create something truly remarkable. Tiffany and Frank are driven by a deep passion for providing a safe haven for children, where they can flourish, grow, and reach their fullest potential. With this in mind, they have dedicated their efforts to the establishment and nurturing of Remarkable Care,  a place where young minds are nurtured, protected, and given the support they need to become future leaders.

But Tiffany and Frank ambitions do not stop there. They firmly believe that empowering broken communities is crucial to building a better society. It is with this conviction that they have also founded the C.H.A.N.G.E. Nonprofit organization—a platform that aims to uplift, inspire, and bring about transformative change in communities facing adversity.  Tiffany and Frank welcome the support of those willing to commit their time and or resources to their charities. Let us join hands and work as a force for positive change, leaving an indelible mark on the lives of countless children and communities in need.

As the Chief Financial Officer and Corporate Secretary for Remarkable Care and C.H.A.N.G.E., Mr. Frank Sarpy offers both military experience and a loving marital commitment to the development of this residential care charity.  

Professionally, as a United States Military Veteran of the “World’s Finest Navy”, Frank retired in November, 2022 after honorably serving for twenty-two (22) years as an Engineer.  

However, Frank’s story begins in New Orleans, Louisiana, where his family of six lived for five years of his youth.  Frank’s youth consisted of trials and tribulation with both drug addiction and mental health issues being prevalent, and inconsistent employment opportunities for his parents. 

When living in New Orleans, near Louis Armstrong Park, he learned to play the trumpet in the third grade, and often still dabbles with music occasionally.  However, having to move to Los Angeles years later, he would ultimately lose interest in the instrument and participating in the school band.  

Growing up in South Central, Los Angeles, Frank experienced firsthand the struggles of living in communities that lack the necessary resources to help their youth progress.  As a motivation for his commitment to Remarkable Care, Frank’s experiences during his childhood and the issues of drug abuse offer a real-life perspective in his work with the youth. He can remember many nights as youth, going without the basic necessities of food, clothing, and even consistent housing.  Thus, he remains passionate in their effort to give back to the youth and those communities still lacking the basic necessities, remembering how uncomfortable it was in not having so much as a child.  

Although his father was a bit of a mystery, he would meet his potential father at the age of fifteen and live with him for about six months.  Frank acknowledges the lack of direction in his life during his early adulthood, but he would soon make one of his best decisions in joining the military at the age of twenty-four.  

Stationed in San Diego, Frank traveled around the world with the US Navy and performed a tour in Italy for three years.  He offers a cultured experience after nine deployments to various places around the world in Hawaii, Singapore, Milaysia, Guam, Bahrain, Australia, Switzerland, Amsterdam, Paris, and others.  Frank values this international experience in being exposed to numerous diverse cultures and world histories.  He is passionate about the very core values implemented through his military career in living by Honor, Courage and Commitment.  Sharing this experience with our youth brings him joy, and watching the children learn and develop their own intellect.  

During his travels with the military, Frank most enjoyed his time volunteering with the youth around the world, and sometimes this experience allowed him to tap into his engineering background, but most of the time they simply painted, played games, and ate pizza.  

This experience did, however, trigger reflection on his own childhood and memories of the extracurricular activities that he may have enjoyed or may not have had access to as a youth.  

Frank would meet his wife, Tiffany 2011 and knew from day one that he would marry her one day.  After dating for a few years, they would ultimately marry in 2015, merging Frank’s family of two with Tiffany, and later adopting a third child together.  

After retiring from a 22-year military career of active duty, both Frank and Tiffany decided it was time to give back to their community, and they would begin their development of Remarkable Care.  

They are blessed with their own family and enjoy their time together, traveling, or just reconnecting but they are now driven to have a positive impact of the youth-in-need, and in encouraging them to pursue their education, and to just have a plan for their lives.  

Both Frank and Tiffany share in their vision for building something truly special with Remarkable Care and C.H.A.N.G.E., and they agree that it all begins with our youth.  They are tasked with the primary mission of educating, informing, motivating, inspiring, and supporting the community through our youth, and they welcome the support of all who will share in this mission.
